Bulk Item Collection Procedures and Guidelines

Accepted Bulk Items

✔ Furniture
✔ Non-Freon Appliances

Unacceptable Items

Do NOT place these items out for garbage collection:

• Tires 

• Batteries 

• Concrete 

• Freon-containing appliances, including: 

o Refrigerators 

o Freezers 

o Air conditioners 

o Water coolers 

o Dehumidifiers 

Why? Freon is harmful to the environment and requires special handling and disposal.

Note: Freon appliances will not be collected with regular garbage or bulk item pickup.

Mattress & Box Spring Requirements

⚠ All mattresses and box springs must be completely wrapped in plastic before collection. Unwrapped mattresses and box springs will not be collected.

-Mattress bags are available at an affordable cost at most local hardware and retail stores.

*Bulk items must be scheduled through 311 and will be collected on your next scheduled collection day.

Before You Set Items Out

• Schedule your pickup with 311. 

• Place items at the curb the night before your collection day. 

• Ensure mattresses and box springs are fully enclosed in plastic.

• Ensure items are at least 3 feet away from your garbage cart.

Spring Garage Sale – May 28th-30th

Millstone Village holds two garage sales every year the weekends after Memorial Day and weekend after Labor Day.

This year they will be May 28th-30th and again September 10th-12th.

The HOA has a few signs they will put out , you are welcome to put out your own signs , we just ask you pick them up when the sale is over.

MVCA March 2026 Meeting Minutes 

The meeting was called to order by Rachael Caldwell at 7:00pm on March 10th, 2026.

Went over January 2026 meeting minutes, Rachael made a motion to approve, Lee second, approved.

Went over January and February financials. Ending balance of $74,355.56 on January 30th, 2026. Ending balance of $73,303.99on February 27th, 2026. Rachael made a motion to approve; Lee second, approved.

Discussed 2026 unpaid dues; 10 liens were filed. In 90 days, any remaining will proceed to small claims.

5 out of 6 Northland Blvd entities who share pond maintenance responsibility have paid. Need a 2nd letter with a due date of 30 days to the remaining entity.

Discussed the Northland Blvd sign; since it was hit, it was moved to an area where it gets more sun. The sign and letters are melting and/or becoming brittle. Discussed replacing the sign with a chalkboard. Lee said to check out store on Clinton Street; Rachael will investigate the cost locally and online.

Discussed the process of adding/adjusting a covenant. Would need notaries and 75% of homeowners to vote yes. 

Discussed online payment, Austin stated would need a PayPal account. Concerns about security and the additional fee for payment to be received.

January 2026 MVCA Meeting Minutes

6:59pm – Meeting called to order by Rachael Caldwell on January 6th, 2026.

Financials

Austin reported an end balance for November 31st, 2025 of $34,439.36.

Austin reported an end balance for December 31st, 2025 of $55,652.17.

2026 Dues / Pond maintenance payments

Discussed that by January 12th Rob will send a final notice letter to homeowners with unpaid dues giving them until February 17th to pay.

Discussed on the need to send pond maintenance letters to 6 entities on Northland Blvd, Rachael will draft and send to addresses listed on Allen County Property Record Cards.

Received a cash payment of $200 in the mail, will send a check for $44 back to the homeowner.

One homeowner sent a check for $6 short; bank caught the error and deposited $150 instead of $156.

Other business

Jason Falk with Turf Integrity present. Wanted to discuss snowplowing service not being up to par in certain areas of the neighborhood. $2000 for the last 7” snow removal invoice. Jason offered to lower the invoice for the subpar work.

MVCA November 2024 Annual Meeting Minutes
Meeting was held at DuPont library on November 12th, 2024 and was called to order by Rachael at 6:03pm.
Attendees: Rachael Caldwell, Lee Keefer, Austin Waikel, Joel Targgart, and Joe Caldwell.
Rachael read the minutes of the November 2023 Annual meeting. Lee made the motion to approve and Austin
seconded.
Joel read the minutes of the September 2024 meeting. Lee made the motion to approve and Austin seconded.
Austin read the financial report which showed a beginning balance on 9-1-24 of $27,976.74 and a closing balance on 9
30-24 of $26,274.99, and a closing balance on 10-31-24 of $21,115.05. Rachel motioned to approve and Lee seconded.
Rachael presented the association 2025 budget. Association dues plus interest is projected to total $58,288. Total
expenses are projected to be $47,130. Net balance for the year is projected to be $11,518. The board members voted
and unanimously approved of the budget.
The board members voted on the members and unanimously approved current members.
At 6:19pm, Rachael motioned to adjourn the annual meeting. Joel seconded.

Rachael read the financial report which showed a beginning balance on 7.1.2025 of $58,987.76 and a closing balance on 7.31.2025 of $47,801.19 and a closing balance on 8.29.2025 of $39,772.84. Lee made the motion to approve and Rachael seconded. 

Presented that there are now 6 2025 dues still owing. Discussed dogs being walked off leash as well as picking up after dogs. Will refer residents to Animal Care and Control. 

Joel no longer serving on the board, made a motion to add board members, Aliyah Cervantes and John Mills. 

At 7:45 pm, Rachael motioned to adjourn the annual meeting.

MVCA July 2025 Minutes 

Meeting was held at DuPont library on July 1st ,2025 and was called to order by Rachael at 7:02pm. 

Attendees: Rachael Caldwell, Lee Keefer, Austin Waikel and two residents. 

Rachael read May meeting minutes out loud, Rachael made a motion to approve, Lee second. Minutes were approved. 

Austin read the May and June financial reports which showed a beginning balance on 5.1.25 of $70,369.53, a closing balance on 5.30.25 of $65,469.84, and a closing balance of $59,252.42 on 6.30.25. Lee made a motion to approve both financial reports and Rachael second. Both May and June financials were approved. 

On old business, Rachel gave an update on the HOA fees due: 6 small claims for 2025 annual dues outstanding. 

Also, old business, we discussed ramps for parks. Both quotes we receieved for new rubber mulch at 1 park included installing the ramps for free if we purchased them prior to install of mulch. Made a motion to approve B Squared to complete park project. Briefly discussed the need to investigate signage – “not responsible for accidents” and/or “play at own risk” and/or “dawn to dusk”.  

Reviewed a homeowner’s request for a fence, made a motion to approve their plans. 

Still waiting on Crazy Pinz to contact us again regarding pond drainage.  

Austin made a motion to adjourn at 7:58pm, Lee seconded. Meeting was adjourned.
